DRAFT MINUTES

The meeting was called to order at 7:20 p.m.

Due to a low turn out of public and agency members, review of the September meeting minutes was continued until the November meeting.

Chairman Robert King gave an update on his recent meeting with Tom Feeney regarding the issue of determining Ordinary High Water Line.

In the absence of a representative from the SJRWMD, Chairman King gave a report on the stormwater park project, specifically the purchase of the old city of Maitland treatment plant located near State Road 436 and Kewannee Trail.

Chairman King gave an update on culvert installation / berm removal at SR46

Chairman King reported that the city of Sanford had withdrawn its sewage sludge disposal request at site 10. He said they had done so at the request of the County at the recent BCC meeting.

Chairman King and Charles Collins, FDEP, discussed the Florida Lake Management Society meeting they had attended, along with Ed Hayes, FFWCC.

Chairman King discussed the request for Oral Histories and Photographs to be included in the Watershed Atlas. He said Kim Ornberg, Seminole County, and Deanna Barcelona, University of South Florida, would be at the next meeting to make a presentation.

The group discussed the impending special session of the Florida Legislature and whether any cuts would affect Lake Jesup projects.

Mr. Collins introduced his guest, Dale Snider. He and Mr. Snider had recently flown over Lake Jesup, with Bill Daniel, shooting photographs with infrared film. He explained that the purpose of the trip was to begin a study of the media for use in identifying planting sites and for use in vegetation studies.

Ed Hayes, FWCC, reported that a consultant, who would work on permitting and design for the dredging of Lake Jesup, had been chosen. He also reported that the agency was unable to do plant spraying because helicopters are still grounded since the Sept. 11 attack.
