DRAFT MINUTES
Chairman Robert King called meeting to order at 7:17 p.m
Discussion and vote was taken to cancel December meeting.
Minutes were read, corrected, and approved.
Ed Hayes, FWCC, Cookie cutter finished and it was ale to get all the way around the Marlbed Flats and around the bridge. He intends to spray this summer to stop the regrowth. Meet with the SJRWMD last Friday. Heard their concerns about the project. Final designs will be drawn by the 15 of November. Need to have this done so that it can be permitted by January. Design is 50% drawn Permit application will be drawn when the 50% design is done.
Chairman King reported that the letters of approval were sent to all the agencies. The letters have not been sent to the local governments.
Scott Bear, FDOT, held public information was held last Tuesday night. Only received two written comments from public. Had several verbal questions at the meeting. They will be finalizing reports and submitting them by the 28. Waiting on the Corp. will be meeting with them in March. Team meetings that will update all those involved and field any concerns that are out there. The meeting will inform everyone on the progress of the project. This will be held next Wednesday the 23 at 1:00.
King reported that Pete Milam of Corp has received approval of the PRP. They are behind in their time schedule and may have to shave corners but should be able to get back on schedule. There will be a meeting with Corp in Palatka all are welcome to come. The hydraulic modelers will be there. This will be the second time the team will meet.
It was pointed out by the group that once again Seminole County and the other local municipalities are no longer showing up for the Friends meetings or any other meetings that have to do with the restoration of the lake.
Chairman King reported that the group has not got a final answer about the basin issue.
Regina Lovings, SJRWMD, stated that the report handed out last month was a draft report. A final report will go out next month. The numbers should not vary that much Also Glen Lowe will come to the next meeting to answer any questions. So far it only looks like Lake Mary Blvd. was the only project that had mitigation outside of the basin and it was only a minimal compared to the whole project.
Ed Hayes, FWCC, pointed out that the organization need to come up with new names for each of their Lake Jesup restoration projects. All these projects with the same name can cause lots of confusion.
Chairman King, TMDL meeting was held on Oct. 16 talked about the nutrient level of the lake. There will be a federal mandate that will regulate everyone unless some comes up with a plan to regulate the nutrient level of the lake. If there is Federal mandate to clean the lake it will have to be administered by SJRWMD and every tributary going into the lake will be scrutinized. The loads will be protected as first the present water quality and as the lake is improved in will be taken off the list and the lake will bounce back forth depending on the nutrient load.
Regina Lovings, SJRWMD, The Cameron Ditch project is at 30% design. Seminole County wants to come and give a presentation on the project. They want to come next month.
Chairman King reported that he tried to talk the Winter Springs City manager about getting a replacement for Kimberly Hall, but he has yet to return any calls. The city council members seem to not know anything about finding a replacement.
Next Monday night is about boat dock ordinance on the agenda for Winter Springs. In the Battle Ridge development there is not as much to worry about boat docks because they had to give the SJRWMD 300 acres as mitigation. May yet lose all the shore west of 417 but not the east side.
Chairman King, stated, that the Natural Lands appointment has not been acted on as of last week. Tom McCord and Steve Richs names were put forward to Henley but they have not been brought in front of the commission yet. Anyone in the county could be appointed The Friends may not have representative.
Chairman King, reported, small area study on the north shore considered that there should be no development on this area because it is in the flood plain. The coast of building on this area is $22 million and may be too great to change the land use. This goes before the county commissioners on Tuesday to decide if they should change the land use. This could be postponed till the Spring Cycle.
Chairman King, stated, that the SGTV video of Lake Jesup is going to be10 minutes total. The project is still be postponed and yet to be made.
Chairman King, reported, Tom Feenys office has held position on Lake Jesup and the decisions that he made about them. Most of the question that him been posed to him were there trying to trip him up in the campaign. Cheryl has briefed Sandy Adams on Lake Jesup. Sandy Adams will be a proponent for the lake.
Chairman King, reported, that there has no progress on the web page. everyone has been too swamped to work on the web page. Will try to work on it next month.
Chairman King, stated, Fish farms owned by Doug Charles has requested the use of land owned by Fish and Game to have a partial expansion of his farm and also a native vegetation nursery and educational center for college students. He still wants to get together with Fish and Game to build this facility.
Chuck Collins, FDEP, reported that the Ground breaking of the Sanford seawall has occurred.
Chairman King, stated, that Lake Jesup may have to be a class 1 water because it upstream of Lake Monroe. Currently, everything upstream of a lake that is going to be used for drinking water must be a class one water.
