Call to Order

Introductions

Approval of Minutes of February 16th meeting - Accepted as presented.

Correspondence – Chairman Robert King reported that Regina (Lovings) Moore, SJRWMD; Ed Hayes, FFWCC; Todd Long, FDOT, Cecelia Height, Sierra Club; Scott Bear, CH2MHill and Bill Daniel would not be in attendance.

The group reviewed the correspondence included in the agenda package:

Pete Milam, USACE – Chairman King said he could not add any further info. Sherry Brandt-Williams, SJRWMD has asked to be involved in the ACE meetings.

Kevin Buck, Tom Feeney’s office, said they wouldn’t be requesting money for the ACE this year.

Chairman King reported that Ed Hayes reported the Sanford working group is scheduled for March 28 at 10:00 a.m.

Chairman King reported he has been in contact with the new aquatic vegetation applicator, Tim Harris, from the USACE and he will start attending the meetings.

Chairman King reported PTAC website.

Old Business

  1. Environmental Study Center display – Chairman King gave an update on the display and the plans for the update.

    Barbara Bess, FDEP, brought a new color aerial for use in the display.

    Ed Hayes, FFWCC, had previously donated a muck core sample.

    There is also a nice map provided by the SJRWMD.

  2. Site 10 - Chairman King gave an update on the geotech results on the site. He said the firm, PB Water, found that there was still a lot of capacity remaining on the site and samples are consistent with reports turned in by the City of Sanford. He said the report should be completed before summer. He said the firm found lots of sand on the site and that it looks like the site is permitable.

  3. SR46 bridge naming progress – Chairman King reported that Sen. Posey’s office wrote the bill.

  4. Seminole County – Bob Walters reported that Navy Canal and Cameron are going to construction.

    The public information meeting for Solary Canal, scheduled for March 30, has been rescheduled.

New Business

  1. SGTV segment update – Chairman King re-taped a segment to update the loop that plays on the County’s television station.
  2. FDEP, SJRWMD, FWCC, FLJ and Constantine “Pay for Performance” Proposal meeting Feb. 23rd – Chairman King gave an report on a meeting that he attended with Kirby Green, SJRWMD; Vivian Garfein, FDEP; Abigail Souders, Sen. Constantine’s Office; and Ed Hayes, FFWCC, that discussed a “pay for performance” program proposed for the entire district. He said the he made sure that the others in the meeting understood that the group would not accept “pay for Performance” as a replacement or alternative to other programs that are already in place and that it does not get turned into that.

    Chairman King said he does not plan on endorsing the program until he is asked to.

    Barbara Bess, FDEP, suggested exploring other “pay for performance” projects that have been undertaken elsewhere. Chairman King explained what he knew about Hydromentia, which is a project that is working on Lake Okeechobee.

Reports of other members

  1. In-Basin mitigation update – Steve Rich is ready to start working again on this project.

    Chairman King suggested that we make a commitment to get a “snapshot” of where we are now and to keep it current.

    Barbara Bess, said she would check into the status of the files at FDEP and report back to the group next month.
